IdentificationIQ equips responders with innovative tools and tactics for the rapid identification of chemical, biological, radiological, explosive, and narcotic threats. Designed for HazMat, military, law enforcement, and industry professionals, this course surpasses conventional response methods by delivering streamlined, efficient, and effective training. Participants will gain hands-on experience using advanced identification technologies and detection papers to analyze unknown solids, liquids, and gases. The program emphasizes hazard assessment, including flammability, corrosiveness, fluorine, and radiation risks, while exploring the capabilities and limitations of current technologies in real-world scenarios. IdentificationIQ empowers responders to act with confidence, ensuring safety and precision in high-stakes environments.

Predict. Protect. Detect. Respond: The HazMatIQ Above the Line/Below the Line System

Developed by responders for responders, this program simplifies hazardous materials response with a patented, easy-to-understand system. Participants receive laminated Above the Line/Below© charts to quickly assess chemical hazards, identify required meters, and determine appropriate PPE in minutes.

Answers OVER Information: Li-ION Battery Response (BatteryIQ - B. Bigger)

Learn lithium-ion battery safety with BatteryIQ, a streamlined system to identify, respond to, and mitigate incidents involving devices from cellphones to electric vehicles. This course provides Battery Response Guides to categorize emergencies, assess hazards, select proper PPE, and apply effective tactics for managing battery-related incidents safely and efficiently.

Tactical Operational Readiness

Operational Readiness emphasizes preparation, training, standards, and remediation for military and law enforcement tactical teams. It highlights the need for plans that account for both success and setbacks, clear expectations to guide decisions under pressure, and rigorous, safe training that prioritizes versatility. Standards must be consistently met, supported by leadership, and upheld through regular maintenance. When standards fall short, remediation provides a pathway back to excellence, ensuring continuous improvement. This session offers actionable insights into sustaining these principles, reinforcing that teams are only as good as their last performance.

Today’s Terrorism: Cyber investigations Extremists, and Social Media

Explore the ideologies fueling today’s ideological divide and the challenges law enforcement faces in maintaining peace. This class examines extremist groups like sovereign citizens, Patriot Front, Antifa, and Boogaloo Bois, alongside violent extremists (HGVE, RMVE, AAGAVE). Attendees will learn to identify subtle indicators of extremist activity, understand their tactics, and leverage tools like social media platforms for investigations.

DrugIQ: Risk-Based Response and Identification of Emerging Drugs aroud the World

The DrugIQ: Risk-Based Response and Identification of Emerging Drugs Around the World workshop is an advanced training designed for state and local and federal law enforcement, first responders, and public safety professionals. This course focuses on the technologies and strategies used to detect, identify, and respond to the ever-evolving landscape of emerging drugs and synthetic substances. 

Participants will gain hands-on experience with the latest detection technologies. The workshop also covers global trends in drug production, trafficking, and abuse, and provides in-depth insights into the risks posed by these new substances to public health, law enforcement, and emergency response teams.

Through case studies and practical exercises, attendees will learn how to assess the risks associated with emerging drugs, and the best technologies available for identifying these substances. 

Tactical Trauma Training: Quick Care to Stay In the Fight 

The Tactical Medical for First Responders program is designed to define a Medical Threat Assessment, to
include a medical plan for a tactical operation. Students will learn how to apply techniques to control life threatening bleeding during Care under Fire in a (HOT ZONE). Additionally, they will perform techniques to treat life threatening and nonlife-threatening injuries during Tactical Field Care in a (WARMZONE). During the program students will demonstrate lifting, moving and extricating victims from a tactical or hostile environment during Tactical Evacuation Care.

Your INSTRUCTORS

Chris High

Christopher High is the DoD Training Manager at Noble, with over 22 years of law enforcement experience, including service with the Connecticut State Police and Stonington, CT Police Department. As a Field Office Supervisor for the Statewide Narcotics Task Force (HIDTA Program) in Connecticut, he has a wealth of expertise in managing complex criminal investigations, including informant handling, plainclothes, and undercover operations. His leadership extends to his role as a member of the New England Clandestine Laboratory Team, where he served for over five years and earned site safety certification.

Christopher has an extensive background in tactical operations and emergency response, holding certification as a Tactical Medical Care Instructor. His military career spans 22 years in the Ohio and Rhode Island Army National Guard, where he served as an enlisted Military Police Officer, UH-60 Black Hawk Pilot, and Commander of a Flight MEDEVAC Company. Over six years of active-duty deployments across Iraq, Afghanistan, Kuwait, Germany, Panama, and the Dominican Republic have further honed his operational expertise.

In addition, Christopher is a Commercial/Instrument Rotorcraft Pilot with 2,000 flight hours. He holds a Bachelor’s Degree in Criminology from The Ohio State University. His decorated career is recognized by multiple awards, including U.S. Attorney awards, lifesaving awards, several air medals (one with valor), a Combat Action Badge, senior aviator wings, and numerous accommodation and achievement medals.

Jeff Gonzales

U.S. Navy SEAL and modern warfare expert, Jeff L. Gonzales serves as the founder of Trident Concepts, LLC. Jeff was a decorated and respected sailor during his distinguished naval career who participated in numerous combat operations throughout the globe. Aside from his operational accomplishments he served as an instructor at BUD’S, the training center for SEALs. His current primary mission is to train, evaluate and consult with military and law enforcement organizations on all aspects of special operations as it pertains to homeland security. Taking battlefield experience and no-nonsense approaches he provides tactics and techniques to meet the emerging threats. Bringing the same combat mindset, high-intensity training, operational readiness and lessons learned from Naval Special Warfare to our training programs, he has been recognized as an industry leader by various government, state and local organizations.

Keven Hendricks

Keven Hendricks is a law enforcement veteran with almost two decades experience, previously serving as a task force officer for two separate federal agencies. He is a published author with the FBI Law Enforcement Bulletin and American Police Beat and currently works as an instructor for various police training agencies, teaching a class for law enforcement on dark web and cybercrime investigations. 

He is a certified cybercrime examiner and certified cybercrime investigator by the National White Collar Crime Center, a certified cryptocurrency investigator through the Blockchain Intelligence Group, and a certified digital asset professional through the Global Digital Asset & Cryptocurrency Alliance. He is the founder of the Ubivis Project – StopDarkwebDrugs.com

Michael Gemelli

Director of CBRN / WMD Detection and Mitigation
State of New York Metropolitan Transportation Authority (MTA)

With over 33 years of experience in environmental monitoring and emergency response, Mr. Gemelli brings a wealth of expertise to his role as Director of CBRN / WMD Detection and Mitigation at the MTA.

Prior to joining the MTA 17 years ago, Mr. Gemelli served on the Environmental Protection Agency's emergency response team, where he played a critical role in responding to major national incidents, including:

The 9/11 World Trade Center response
Amerithrax Cleanup sites in NJ, DC, VA, and FL
The Columbia Space Shuttle crash in LA and TX
As Director of CBRN/WMD Detection and Mitigation, Mr. Gemelli is responsible for safeguarding MTA customers and employees from the potential release of Chemical, Biological, Radiological, and Nuclear agents.

More recently, Mr. Gemelli has skillfully leveraged the lessons learned from CBRN Detection to enhance the MTA's resilience in responding to and mitigating pandemics.

In his free time, Mr. Gemelli enjoys spending time with his family. He's also an avid swimmer and surfer, and coaches a U.S. Masters swim team.

James Allen

Jimmy served in the US Army for over 27 years as a Combat Medic, retiring as E8/MSG Rank. His final assignment was as an Observer Coach/Trainer (OC/T) serving as the Lead Medical Instructor working with USAR and Active Duty units. Additionally working with the 3rd and 5th USAR Medical Commands as a Senior Medical Instructor teaching several Combat Medic recertification (NREMT), Tactical Combat Casualty Care (TCCC), and Combat Lifesaver Courses (CLS) each year. During his career he deployed several times in both peace keeping/humanitarian environments (Kosovo, Hurricane Katrina, Haiti) as well as multiple deployments to Iraq and Afghanistan serving with multiple units to include Field Hospitals, Forward Surgical Teams and SOCOM assets. He previously served as the JFCOM/NATO Medical Education and Training NCOIC. He has been the medical liaison on several ICS and EOC in real world emergencies and instructed these courses to several DoD agencies. He was assigned as the Medical NCOIC on CERF-P Teams (response to CBRN emergencies) and instructed Medical DECON courses at the Chemical Casualty Course at Ft. Meade. In his civilian career, he previously served as Military Health Project Manager managing the secure messaging EMR system that DHA previously used as well as develop/teach courses on the system. His military and civilian careers overlapped during Covid as he was activated as the Covid Clinic NCOIC treating and screening patients at Ft. Jackson and developed the Covid screening questionnaire which was added to the Secure Messaging system and utilized across the DoD

Don Ostrowski

Don Ostrowski is a Senior Training Manager at Noble with over 28 years of experience in law enforcement and private security. He has a proven track record of supervising specialized teams and managing high-stakes operations. Throughout his career, Don has led key teams including the Oakland County Hazardous Materials Team, the State of Michigan Regional Terrorism Response Team, and the City of Troy Special Response Unit. Additionally, he has overseen critical divisions such as the Threat Assessment Team, Special Investigations Section (narcotics, surveillance, task forces, and criminal intelligence), Training Division, Prisoner Lockup, and Communications Divisions.

Don has played an integral role in various multi-agency initiatives, including serving as co-chair of the Detroit Southeast Michigan UASI Information and Technology Committee. His commitment to enhancing interoperability and equipment standardization is evident in his long tenure with the InterAgency Board for Equipment Standardization and Interoperability (IAB) and his participation in the Science and Technology Committee (S&T). He has also contributed to national security efforts through his involvement with the Department of Homeland Security's Domestic Nuclear Detection Office-Stakeholders Group and the AOAC Stakeholders Panel on Agent Detection Assays.

With extensive experience in team management, training, and multi-agency collaboration, Don continues to contribute his expertise to the development and delivery of critical training programs at Noble. His leadership and knowledge have made him a respected figure in law enforcement and homeland security training.

Bob Suarez 

Bob Suarez is an experienced and highly respected HazMat and WMD specialist with over two decades of service in the fire and emergency response sectors. He currently serves as a Captain in the Special Operations Section of the City of Des Moines Fire Department, where he oversees the training and operations of the department's HazMat, Technical Rescue, and Swift Water/Ice teams. Suarez plays a critical role in coordinating specialty team responses and has served as an Incident Commander and Operations Branch Liaison during numerous high-stakes assignments.

In addition to his fire department duties, Suarez is the HazMatIQ Program Manager, where he leads training initiatives aimed at enhancing hazardous materials response capabilities for Noble. He also serves as a primary member of the NFPA 400 Committee, representing the International Association of Fire Fighters (IAFF), and co-authored the Hydrochloric Acid Training Package for the Hazardous Materials Fusion Center, a joint initiative between the IAFC and PHMSA.

Suarez has been an IAFF Master HazMat/WMD Instructor since 2007, providing Pro Board accredited training in hazardous materials, WMD response, and confined space rescue. His expertise has led him to train first responders and hazardous materials professionals across the United States, including agencies such as the FDNY, Chicago Fire, and the Iowa and Missouri Hazardous Materials Symposiums. With a Master's in Homeland Security Studies from the Naval Postgraduate School, Suarez has a strong academic background, further supporting his role as a thought leader and trainer in the field. 

His broad experience, training, and commitment to advancing emergency response protocols make him a key figure in hazardous materials and WMD incident management.

Rod Schaefer

Rod Schaeffer is an accomplished and highly experienced tactical trainer with over 30 years of service in law enforcement and public safety. He currently serves as a Sr. Tactical Trainer at Noble, bringing a wealth of expertise in incident command, crisis management, and specialized tactical operations. Schaeffer has a distinguished career at the Lee’s Summit Police Department, where he has been serving since 1992 and currently holds the rank of Captain – Operations Commander. In this role, he oversees critical divisions including the Patrol Section and Special Operations Unit, and has extensive experience in emergency response, traffic accident investigations, SWAT operations, and Explosive Ordinance Disposal (EOD).

In addition to his law enforcement career, Schaeffer is an instructor with the National Tactical Officers Association (NTOA), where he teaches courses such as SWAT Command Decision-Making and Leadership, and Patrol Response to Active Shooter (PRTAS). He also provides strategic consultation and training through his role with LizMed LLC, where he works with corporate, healthcare, and government entities.

Schaffer is an expert in a wide range of tactical disciplines and has developed and taught multiple training programs, including Incident Command Activation Response (ICART) and Armed Violent Intruder Response (AVIR). His extensive training certifications include specialized expertise in crisis intervention, firearms, defensive tactics, tactical entry, and numerous other law enforcement skills. His commitment to safety, leadership, and tactical readiness has made him a respected figure in the law enforcement training community.

Jordan Harrison

Detective Jordan Harrison (Ret.) is a highly experienced Senior Trainer at Noble, bringing over 22 years of law enforcement expertise, including 18 years with the Las Vegas Metropolitan Police Department (LVMPD) Narcotics Unit. During his distinguished career, Detective Harrison was involved in extensive undercover operations and played a key role in numerous task forces working alongside federal agencies like the DEA, FBI, Customs, and HSI. He is certified in clandestine lab and marijuana grow operations, site safety, hazardous materials, and nuclear hazard response.

Since retiring from LVMPD, Jordan has remained active in training law enforcement professionals across the country. He has taught in numerous states, including Florida, Minnesota, Iowa, Missouri, Colorado, Arizona, and California, delivering specialized instruction in narcotics and chemical analysis, synthetic drug response, and hazardous material identification. In his role at Noble, Jordan has been instrumental in educating agencies on advanced detection technologies such as Raman and FTIR spectroscopy, with his training reaching local and state police departments, as well as agencies like the FBI, DEA, CBP, and Postal Inspectors.

Jordan’s blend of real-world operational experience and instructional expertise has made him a trusted resource in the field of law enforcement training.

Rod Hunt

Rod Hunt is a Senior Tactical Trainer for Noble with a distinguished 26-year career in law enforcement. A retired Sergeant from the Las Vegas Metropolitan Police Department, Rod held a variety of assignments throughout his tenure, including patrol, gangs, robbery, and homicide. He spent eight years as a SWAT Team Leader, where he was responsible for the planning and execution of critical operations, including search warrant services, barricade resolutions, hostage rescues, and suicides. Rod's leadership and expertise were integral to over 1,139 search warrant services and more than 350 callouts for high-risk incidents.

In addition to his law enforcement career, Rod currently serves as a manager at MGM Resorts International, overseeing their Emergency Response Teams. His extensive experience in tactical operations, crisis management, and emergency response makes him an invaluable asset to Noble as a Senior Tactical Trainer.

Frank Hidalgo 

Frank Hidalgo is a former Texas law officer and Special Agent with the US Drug Enforcement Administration, retiring in 2018.  His experience as a Texas officer includes several years as a homicide detective, narcotics officer, SWAT officer, and instructor in death and crime scene investigations. As a DEA Agent, he specialized in clandestine lab investigations and tactical operations in addition to duties as a DEA Firearms Tactical Instructor and Tactical EMT. He is a graduate of Sam Houston State University with a BS in Law Enforcement and Police Science, and a Master of Arts in Criminal Justice and Criminology.
